This is something in found in PGE 3rd Edition:
They have sought solace in their rich literary tradition, finding the tales of Rajhin the Thief to speak to their people, but they have stopped the flow of books into their land, for fear of Imperial propaganda.
So we should avoid texts non related to Elsweyr. It also means that we'll find only a few vanilla books so we'll have to be very productive.
'A Great many names', 'Guar herders of Morrowind' and 'Death of a Hero' shouldn't be included. They are not bad but they more fit a Morrowind-related project than Elsweyr. And it's not because you can find a Khajiit in it that it automatically make it an Elsweyr book
Looking at the list it's difficult to say if they fit or not but I think that the 'Trails Book' series should be abandoned. We know too few about this provinces to write something interesting.
I also think some books titles could have a specific way to be written as if they have been translated from the Ta'agra (if it's not a Ta'agra name). That'll make them unique and special and add ambiance to the background.
